Experienced in modern eye health diagnostic and vision correction services, Cindy Serra, OD is a trusted practitioner in the Bronx, New York. At Bronx Eye Associates, Dr. Serra cares for patients of all ages, including children and seniors.
Dr. Serra earned her bachelor’s degree in biology with a minor in foreign languages through Fairfield University in Connecticut. She was then accepted into the State University of New York (SUNY) College of Optometry, where she earned her doctor of optometry.
During her graduate program, Dr. Serra was part of a community mission in Peru through the student chapter of Volunteer Optometric Services to Humanity (SVOSH). She examined over 200 patients who were living in a poverty-stricken area where ocular care wasn’t obtainable and dispensed eyeglasses as needed.
Throughout her career, Dr. Serra has focused on providing comprehensive eye exams and detecting early warning signs of chronic eye diseases. She has a background in diagnosing and managing glaucoma, hypertensive and diabetic retinopathy, chronic dry eye, and macular degeneration. Dr. Serra is also experienced with modern contacts for hard-to-fit eyes, including multifocal lenses to correct near- and farsightedness, as well as toric lenses for astigmatism.
Fluent in English, Spanish, and Portuguese, Dr. Serra can communicate with many patients from diverse cultural backgrounds.

Orloffs review I’ve been going here for more or less 10 yrs. I would say at the start it was amazing, despite the long waits, very personable and the Orloffs spend a considerable amount of time with their patients, they are still great but it feels rushed now. This place has become super fast pace after growing their practices. 3 years ago I visited and thought I wont come back bc I felt taken advantage of. The place was filled with patients and the wait was terribly long. What really bugged me was that the doc failed to mention that my eyeglasses Rx hadn’t change and didn’t need new eyeglasses, but was still taken to the optical to purchase. I got new ones bc I thought the Rx had change. Despite bringing my own frames I still ended up paying $300+ on thinning my lenses (strong rx) anti glare, etc. and when I got home and compared with my old ones they were exactly the same Rx, so was bummed to have spent so much $$. Additionally the optical side refused to give me my contacts Rx and said I had to buy them there, I did bc I didn’t know any better. Now, I went again bc despite that last experience I think the docs are excellent and do all kinds of tests that I need to ensure my eye health, and they have been super helpful with any eye issues + I really like the Orloffs. Now in October 2024 the wait has improved a lot I waited around 20 mins to be called. It still feels rushed but would say the optometry side is very efficient, not personable, but still very good and answered my questions. I had a new doc and when I asked if I had a new Rx in eyeglasses she said your Rx is stable and I asked again if I needed new glasses, she didn’t say no she just said they have not change. I don’t know why they aren’t more direct instead of playing semantics and say no your rx is the same and you dont need new glasses if you are ok with the ones you have. I did ask the doc this time for my eyeglass and contact Rxs and she said the optical side would provide them, which they did without purchasing anything from them- a huge improvement since its against the law to refuse patients their Rx to take them wherever they want to buy glasses and contacts. But I will say that when the optical side figured I wasn’t buying anything from them she was short with me when I asked questions about reimbursement/vouchers that my union provides me with. She answered - I would fill that out if you purchased your glasses here.- I was like no, they also reimburse me for the contact lenses test/fitting not covered by insurance, $150. I also asked What kind of glasses I would get with my insurance? but she didn’t listen to my question and thought i was asking about the voucher and said well I cant do that if I am filling the reimbursement. I was turned off by that point and did not bother. So overall the docs, techs, tests, and front desk personnel are top notch, but their optical could do with better attitudes and service to patients whether they purchase or not. I wanted to get a new pair of glasses bc I just wanted new ones but was so turned off by their approach that I was I’ll do this elsewhere. Also docs tell your patients they do not need new glasses if the rx is the same, don’t wait for us to ask or make us spend money we don’t have, that’s lousy! Yo diría que al principio fue increíble, a pesar de las largas esperas, muy agradable y los Orloff pasan una cantidad considerable de tiempo con sus pacientes, siguen siendo geniales, pero ahora se siente apresurado. Este lugar se ha vuelto de ritmo súper rápido después de hacer crecer sus prácticas. Hace 3 años lo visité y pensé que no volvería porque me sentí aprovechado. El lugar estaba lleno de pacientes y la espera fue terriblemente larga. Lo que realmente me molestó fue que el médico no mencionó que mi receta de anteojos no habían cambiado y no necesitaba anteojos nuevos, pero aún así me llevo a la óptica para comprar. Compré unos nuevos porque pensé que la receta había cambiado. A pesar de traer mis propios marcos, terminé pagando más de $300 por adelgazar mis lentes (receta fuerte), antideslumbrantes, etc. y cuando llegué a casa y los comparé con los anteriores, eran exactamente los mismos, así que me desanimó haber gastado tanto $$. Además, el lado óptico se negó a darme la receta de contactos y dijo que tenía que comprarlos allí, lo hice porque no sabía. Ahora, volví porque a pesar de esa última experiencia, creo que los médicos son excelentes y hacen todo tipo de pruebas que necesito para garantizar mi salud ocular, y han sido de gran ayuda con cualquier problema ocular y realmente me gustan los Orloff. Ahora, en octubre de 2024, la espera ha mejorado mucho. Esperé unos 20 minutos para que me llamaran. Todavía se siente apresurado, pero diría que el lado de optometría es muy eficiente, no agradable, pero aun así es muy bueno y respondió a mis preguntas. Tenía un médico nuevo y cuando le pregunté si tenía una nueva receta para anteojos, ella dijo que mi receta es estable y le pregunté nuevamente si necesitaba anteojos nuevos, ella no dijo que no, solo dijo que no habían cambiado. No sé por qué no son más directos en lugar de jugar con la semántica y dicen que no, tu receta es la misma y no necesitas gafas nuevas si estás de acuerdo con las que tienes. Esta vez le pedí al médico mis recetas de anteojos y contactos y ella me dijo que el lado óptico me los darían, lo cual hicieron sin comprarles nada; una gran mejora ya que es ilegal negar a los pacientes sus recetas para llevarlos a donde quieran comprar gafas y lentes de contacto. Pero diré que cuando el lado óptico pensó que no les estaba comprando nada, fue corta conmigo cuando le hice preguntas sobre reembolsos/vales que me proporciona mi sindicato. Ella respondió - Lo llenaría si compraras tus anteojos aquí. - Yo dije que no, también me reembolsan la prueba/adaptación de lentes de contacto que no cubre el seguro, $150. También pregunté ¿Qué tipo de anteojos me darían con mi seguro? pero ella no escuchó mi pregunta y pensó que estaba preguntando sobre el bono y dijo: "Bueno, no puedo hacer eso si estoy completando el reembolso". En ese momento me desanimé y no me molesté. Entonces, en general, los médicos, los técnicos, las pruebas y el personal de recepción son de primera categoría, pero a sus ópticos les vendría bien una mejor actitud y servicio a los pacientes, ya sea que compren o no. Quería comprarme un par de anteojos nuevos porque solo quería unos nuevos, pero su enfoque me desanimó tanto que lo haré en otro lugar. Además, los médicos deben decir a sus pacientes que no necesitan anteojos nuevos si la receta es la misma, no esperen a que les pregunten, ni hagan gastar dinero que no tenemos, ¡eso es pésimo!

Dr Eugene Orloff is super professional at his profession. He is extremely skilled and very knowledgeable about optical care. I highly recommend him he is kind and mindful.
