Arthur M. Cotliar, MD, is a board-certified ophthalmologist at Eye Care & Surgery in New York City, which has two locations in Washington Heights, Manhattan, and another near the Grand Concourse in the Bronx, right across the street from Yankee Stadium. Dr. Cotliar specializes in manual and laser-assisted cataract surgery, complicated cataracts, premium intraocular lens (IOL) technology, refractive surgery (LASIK and PRK), and anterior segment pathology, including glaucoma and corneal diseases.
He studied in New York City and received his undergraduate degree from Yeshiva University and his medical degree from Albert Einstein College of Medicine. Dr. Cotliar completed an ophthalmology residency at Lenox Hill Hospital and a fellowship in cataract surgery at the Edward S. Harkness Eye Institute of Columbia Presbyterian Medical Center in Washington Heights, Manhattan.
Dr. Cotliar is an Associate Professor of Clinical Ophthalmology at Columbia University College of Physicians & Surgeons, where he trains residents and fellows. He lectures students and ophthalmologists nationally and has authored numerous articles in prestigious peer-reviewed journals and ophthalmology textbooks.
Throughout his career, Dr. Cotliar has performed many thousands of cataract surgeries. He has received extensive TV press coverage nationally and internationally for his innovative surgical procedures, especially keratoprosthesis – a highly specialized corneal operation that can restore vision in blind patients.
Dr. Cotliar maintains his credentials to stay up to date with the latest advances in ophthalmology. He’s a member of numerous professional organizations, including the American Academy of Ophthalmology, American College of Surgeons, American Society of Cataract & Refractive Surgery, the New York State Clinical Ophthalmology Society, and the New York State IOL Society.

Everyone acted in a professional manner but not very friendly. As before, I arrived a few minutes early and had to wait for an hour and a half. Unfortunately, I commented that I was becoming impatient but the physician made no response. I have decided that despite the good care that I receive at Columbia, where I was on the Neurology staff for many years, I will go back to my Ophthalmologist in Westwood NJ.
Just the wait time is a bit ridiculous. Waited way too long to be called in for the first time. 45 mins! Since I’m using Dr Cotliar the last 30 years that has been always the case. He’s a great doctor!!!!
I had cataract surgery and it was the best surgical experience I had. Everything flowed smoothly. Everyone was nice, informative and knowledgeable. I had been so anxious before the surgery knowing that I was going to be awake and I was awake but did not “see” anything coming at me, like I had thought, except colors. Did not feel any pain and it was over so quickly that I did not even have time to settle into the OR table. Dr. Cotliar you and your staff rock!!!

Excellent. Staff was kind, considerate, careful in keeping equipment sanitized and answered all questions. Doctor took the time to examine and answer all questions. Expect a wait but know that when your turn comes they take all the necessary time with you.
