Dr. Lian attended Texas A&M University, Commerce, for his undergraduate degree. He completed his medical degree and PM&R residency training at the University of Texas Southwestern Medical Center in Dallas, Texas. Relocating to Phoenix, Arizona, he completed additional fellowship training in Interventional Pain Management at Desert Spine and Sports Physicians. Through his study, Dr. Lian was awarded the Kowalske Outstanding Medical Student in PM&R Award and the Highest UTSW PM&R Resident SAE Score Award.

Carlos Viesca, MD, is the founder, CEO, and lead provider of Border Pain Institute in El Paso, Texas. A pain management specialist, Dr. Viesca welcomes new and returning patients to the practice.
Dr. Viesca attended medical school at Universidad Autonoma de Cd. Juarez (UACJ) in Mexico. Following his graduate education, he studied through several internships and residencies, including an Internal Medicine program at Instituto Mexicano del Seguro Social (IMSS) Hospital, General Surgery at Texas Tech University in El Paso, and an Interventional Pain Medicine Fellowship at Texas Tech University in Lubbock.
To top off his rigorous training, Dr. Viesca completed a two-year certificate program in business administration through the American Society of Anesthesiology. In 2021, he completed a 4-year Master of Arts Program in Pastoral Studies at Saint Thomas University Houston, Texas.

Dr. Ibrahim finished all his medical training in Anesthesiology at Indiana University School of Medicine. He is a Board Certified Physician by the American Board of Anesthesiology. Upon completion of his residency, Dr. Ibrahim entered the private world of Medicine where he gained additional experience in advanced and modern pain management techniques.
Dr. Ibrahim has been actively and continuously involved in the latest techniques and modalities of pain medicine. His experience in pain medicine is so diverse and extensive. Such experience, was received and gained through so many years of active practice in anesthesiology and pain medicine and through continuing medical education seminars and educational venues from Harvard Medical School, North American spine society and many others.
Dr. Ibrahim’s passion for pain medicine is well known to all his peers and colleagues in this field. Dr. Ibrahim primary focus is interventional pain management. He focuses on regional techniques and modern procedures to manage and treat acute and chronic pain disorders while minimizing the daily pain medications intake.

Sandra Velasco obtained her BSN in Nursing from the University Texas El Paso and Associates Degree from El Paso Community College in 2005. She graduated with honors from Simmons University in Boston Massachusetts in 2019 with her Master’s Science in Nursing. Her first RN position was held in Orthopedics and general medicine. Her career as a nurse included orthopedics, urology, Hospice, medical-surgical, Pre-op, Recovery, wound care, Total joint RN coordinator and Pre-Assessment. A lifelong passion for nursing and her drive led Mrs. Velasco to pursue a lifelong career of becoming a nurse practitioner. While attending graduate school she worked a full-time position at El Paso Specialty Hospital within a busy Orthopedic and Surgical unit. She was promoted to Interim Nurse Manager eventually becoming Nurse Manager on her unit for 4 years. After graduating with her MSN and obtaining her Family Nurse Practitioner certification she transitioned into her role working in Spine and Neck practice. Her experience as a nurse practitioner has included Orthopedics, Family Nurse Practitioner in behavioral health and Pain Management. Her passion for nursing continues to drive her to provide the best possible care for her patients while placing an emphasis on health promotion and patient education. “I feel that the more patients are informed about their health or disease, the better prepared they will be to take an active role in their own health.” She is excited to grow and learn from the amazing physicians and continue her education in pursuing her degree as a Doctor of Nursing Practice -Family Nurse Practitioner.
