Neil Mulchandani, MD, is a fellowship-trained, board-certified orthopedic surgeon specializing in arthroscopic surgery and sports medicine and the founder of City Orthopedics in Flushing and Chinatown, New York City.
He completed his undergraduate studies at the University of Pennsylvania. From there, he returned to his hometown of New York and attended State University of New York Downstate School of Medicine. During this time, his passion for orthopedics began as he worked diligently with the orthopedic department in significant research endeavors. Dr. Mulchandani went on to complete his orthopedic surgery residency at SUNY Downstate, where he served as chief resident during his final year. Rabah Qadir, MD, is an experienced, board-certified orthopedic surgeon and sports medicine physician at The Woodlands Sports Medicine Centre in The Woodlands, Texas. He specializes in general orthopedics, musculoskeletal trauma, complicated fractures, sports injuries, arthroscopy, and arthroplasty in all major joints.
Dr. Qadir provides emergency trauma care to severely injured patients. He has a special interest in direct anterior hip replacement surgery, computer navigation, and robotic-assisted partial and total knee replacement. He uses minimally invasive, muscle-sparing approaches to optimize patient outcomes and minimize recovery times.
Dr. Qadir earned his bachelor’s degree from Princeton University in Princeton, New Jersey. Dr. Qadir completed an orthopedic trauma fellowship at world-renowned R. Adams Cowley Shock Trauma Center in Baltimore, Maryland, which is the only freestanding trauma hospital in the country. It houses the oldest, most distinguished fellowship of its kind.
He served at the Memorial Hermann Hospital The Woodlands as the Vice Chief of Orthopedics from 2017 to 2020. He is currently Chief of Orthopedics (2020 to present). Under his leadership, Dr. Qadir helped the facility achieve the American College of Surgeons Level 2 Trauma Center designation.
Dr. Qadir also serves as director of the Outpatient Joint Replacement Program at Memorial Hermann Surgery Center Woodlands Parkway. He’s an active member of AO Trauma, the American Academy of Orthopaedic Surgeons, the American Association of Hip and Knee Surgeons, and the Orthopaedic Trauma Association.

Jason Piefer, MD, is an experienced, board-certified orthopedic surgeon and sports medicine physician at The Woodlands Sports Medicine Centre in The Woodlands, Texas. He’s dual board-certified in orthopedic surgery and sports medicine. Dr. Piefer specializes in arthroscopy, orthopedic trauma, and shoulder, knee, and hip joint replacement.
He graduated from Westlake High School in Austin, Texas, where he co-captained the 1996 Texas 5A State Championship football team. Dr. Piefer graduated summa cum laude with honors and a bachelor’s degree in biomedical science from Texas A&M University in College Station, Texas. While there, he was an undergraduate research fellow.
Dr. Piefer received his Doctor of Medicine from Baylor College of Medicine in Houston, Texas, where he received recognition as an outstanding student in orthopedic surgery. In the foot and ankle, Dr. Haggerty treats sports-related injuries in athletes, degenerative issues such as arthritis, deformity correction, bunion surgery, Achilles tendon ruptures, and foot and ankle trauma. She also has advanced training in total ankle replacement surgery. In the hip region, she specializes in arthroscopic, minimally-invasive treatment for labral tears and impingement syndromes.

There, she learned the skills necessary to treat soft tissue ailments via minimally-invasive arthroscopic approaches so as to return athletes to play as soon as possible. In this fellowship, she also served as a team doctor for all of the Brown University athletes as well as for the Providence Bruins AHL professional hockey team. With this aspect of her training, she gained valuable skills in caring for athletes that she was able to translate to her foot and ankle patients as well.
Dr. Haggerty then completed a second fellowship in foot and ankle surgery at the University of California, Davis and the Reno Orthopedic Clinic. During this busy year, she mastered the skills necessary to treat all pathology involving the foot and ankle. Erin Haggerty, MD, is a dual fellowship-trained foot and ankle specialist and sports and specialist practicing at Alta Orthopaedics, located in Solvang, Santa Barbara, and Oxnard, California. As a physician board-certified in both specialties, she has a particular interest and training in pathology pertaining to the foot, ankle, and hip regions.
In the foot and ankle, Dr. Haggerty treats sports-related injuries in athletes, degenerative issues such as arthritis, deformity correction, bunion surgery, Achilles tendon ruptures, and foot and ankle trauma. She also has advanced training in total ankle replacement surgery. In the hip region, she specializes in arthroscopic, minimally-invasive treatment for labral tears and impingement syndromes.
Dr. Haggerty was born and raised in Ventura, California, and feels privileged to return to the region to treat the community here in Ventura and Santa Barbara counties. After graduating from Buena High School, she attended the University of California, Los Angeles, where she was an NCAA student-athlete and competed as a varsity member of the women’s crew team for four years. She then earned her medical degree from the Keck School of Medicine at the University of Southern California and completed her internship and residency in orthopaedic surgery at Cedars Sinai Medical Center in Los Angeles.
Following orthopaedic residency, Dr. Haggerty completed two fellowships. She performed her first fellowship in sports medicine at Brown University. There, she learned the skills necessary to treat soft tissue ailments via minimally-invasive arthroscopic approaches so as to return athletes to play as soon as possible. In this fellowship, she also served as a team doctor for all of the Brown University athletes as well as for the Providence Bruins AHL professional hockey team. With this aspect of her training, she gained valuable skills in caring for athletes that she was able to translate to her foot and ankle patients as well.
Dr. Haggerty then completed a second fellowship in foot and ankle surgery at the University of California, Davis and the Reno Orthopedic Clinic. During this busy year, she mastered the skills necessary to treat all pathology involving the foot and ankle. Kevin M. Smith, MD, is a board-certified orthopedic surgeon and sports medicine expert bringing his fellowship training experience to The Woodlands Sports Medicine Centre in The Woodlands, Texas. Dr. Smith focuses on personalized patient procedures, including shoulder, hip, and knee joint replacements, sprains, and fractures. His specialty is in minimally invasive and highly effective arthroscopic joint procedures.
Dr. Smith was born and raised in Houston, Texas, where he was an all-state basketball player at Humble High School, MVP of the district, and graduated summa cum laude. He attended Lamar University in Beaumont, Texas, for his undergraduate degree, also playing basketball, and earning a perfect GPA in chemical engineering. He received academic all-conference honors for being an athlete who showcased hard work in school.
After receiving his Doctor of Medicine from the University of Texas Medical Branch in Galveston, Dr. Smith completed his residency at Houston Methodist Hospital in Texas Medical Center in Houston. There, he kicked off his sports medicine training while working with team physicians for the Houston Texans and Houston Astros.
Dr. Smith also attended Rice University’s Jones School of Business in Houston, Texas, to study business principles in health care in the groundbreaking health care management program. He went on to Stanford University in Stanford, California, for its renowned sports medicine and shoulder-elbow fellowship.
Following his time as the assistant team physician for the Stanford Cardinal football program, Dr. Smith continued to refine his skills while working with the team physicians from the San Francisco 49ers, San Francisco Giants, and Golden State Warriors.
Dr. Smith’s research has been presented and published numerous times, all furthering the fields of stem cell research, joint replacements, hip arthroscopic procedures, and progressive surgery.

Haywan Chiu, DPM, FACFAS is a podiatric surgeon board-certified in foot surgery and reconstructive rearfoot/ankle surgery at Albuquerque Associated Podiatrists in Albuquerque, New Mexico. As a leading expert in diabetic limb salvage, Dr. Chiu is dedicated to preventing lower extremity amputations through innovative surgical techniques and advanced wound care management.
Education and Training
Dr. Chiu’s extensive education and training have taken him across the United States. He earned his Bachelor of Science in Health Science from the University of California, Santa Cruz, in 2007. He then pursued his Doctor of Podiatric Medicine (DPM) degree at Temple University School of Podiatric Medicine in Philadelphia, Pennsylvania, graduating in 2013. His residency training brought him to the prestigious Department of Veterans Affairs (DVA) Palo Alto Podiatry Residency Program and Stanford University, where he honed his expertise in podiatric medicine and surgery, particularly in complex diabetic limb salvage cases.
Academic and Professional Roles
Prior to entering private practice, Dr. Chiu served as an Assistant Professor at the University of New Mexico School of Medicine, Department of Orthopaedics and Rehabilitation, where he was recruited to help reduce amputation rates by focusing on diabetic limb salvage. He has also held leadership positions in professional organizations, serving as Treasurer for the ACFAS Big West Region and as a member of the Podiatry Advisory Committee for the New Mexico Medical Board.

Dr. Chiu is recognized nationally for his work in diabetic foot care and has authored numerous peer-reviewed publications and online articles in major podiatric and medical journals. His research has focused on limb salvage techniques, wound healing, and the impact of vascular disease on diabetic foot complications. He is actively involved in ongoing clinical research, including investigations into improving surgical techniques for minor foot amputations and minimally invasive techniques to healing chronic diabetic foot ulcers.

Dr. Chiu’s patient-centered approach is what sets him apart. He collaborates closely with individuals at risk of foot amputation, offering them cutting-edge, minimally invasive surgical solutions that promote healing while reducing complications. His pioneering technique for percutaneous medial band plantar fasciotomy has provided a safer alternative for treating stubborn foot ulcers, making a significant impact in the field of limb salvage.
Dr. Chiu is also one of the very few podiatrists in New Mexico offering orthoplastic reconstruction for complex bone and soft tissue problems in the lower extremity. He specializes in complex diabetic foot and ankle reconstruction, including use of external fixation techniques and flap surgery such as fasciocutaneous and muscle flaps for large soft tissue defects. His expertise in this highly specialized field allows him to offer advanced reconstructive options for patients with severe diabetic foot complications, trauma, and infection, providing them with alternatives to major amputations.

Personal Interests
Dr. Chiu is married and has three daughters who are passionate about dance. They participate in ballet, hip-hop, jazz, team dance, and recently started ice skating lessons. His two dogs Marv and Harry were named after characters from his wife's favorite movie, Home Alone.
Although he grew up in San Francisco, Dr. Chiu never had much interest in watching professional sports. However, after spending four years in Philadelphia and marrying a woman from Pottstown, PA, he became a dedicated Eagles fan. Go birds!
