James C. Blair, III, PA-C, is one of the founding members at North Star Clinic in Port Townsend, Washington. With over 28 years of experience in the field, he is a seasoned physician’s assistant and provides high-quality and effective care to patients.
Originally from Nevada, James moved to Wenatchee, Washington, when he was 13. Before becoming a physician assistant, he worked as an emergency and flight nurse.
James graduated from the Physician Assistant Program at MEDEX Northwest in Seattle, Washington, and completed his clinicals in Las Vegas, Nevada. He is dually board certified in medicine and surgery. After graduating, he worked as the director of two separate emergency departments in Lake Chelan and Newport, Washington.
He relocated to Port Townsend, Washington, in 2003 and worked in orthopedic surgery. From 2006 to 2019, James owned and operated an urgent care center, where he got to know the community and commonly treated multiple generations of patients.
He has chosen not to be in a corporate medicine model, where patients are rushed and feel like just a number. Instead, James treats the entire patient, adopting a holistic approach. For this reason, he has embraced North Star Clinic’s vision since its beginnings in 2019.
In his free time, James stays active with his family. He enjoys outdoor recreation like horseback riding and hunting. He also enjoys watching Seahawks football.
Janice Winfrey is a Board-Certified Family Nurse Practitioner with over 24 years of experience in healthcare. She obtained her first master’s degree in 2017 with national certification in Clinical Nurse Leadership from the University of San Francisco. She has taught Nursing at Chico State University of California. Janice completed a second graduate degree from Purdue with national board certification as a Primary Care Family Nurse Practitioner.

Frank Marinkovich, MD, is board-certified in Internal Medicine by the American Board of Internal Medicine. He is proud to provide high-quality care at Eastside Family Health Center in Kirkland, Washington.
He completed his medical education at the American University of the Caribbean in Montserrat in the West Indies and his Internal Medicine residency at Aurora Sinai Medical Center in Milwaukee, Wisconsin. Dr. Marinkovich joined Shoreline Family Medical Center in 1991 as an internist and continued there until 1999. In 1999, he established Eastside Family Health Center, and he has had a thriving practice ever since.
Dr. Marinkovich enjoys Internal Medicine, but he is also involved in several other areas of health care. He practices rigorous preventive medicine with a focus on preventing heart disease. He loves occupational medicine and enjoys caring for many of the region’s firefighters and pilots. However, all of his interests, including sports medicine, are based upon the foundation of his strong Internal Medicine training.
Dr. Marinkovich is a member of the American College of Physicians, American College of Sports Medicine, and American Board of Disability Analysts. He is a member of the Federal Aviation Administration and certified as an aviation medical examiner. He is also a Medical Review Officer certified by the American Addiction Society of Medicine.
Outside of work, Dr. Marinkovich volunteers at the RotaCare Free Clinic in Bellevue and regularly leads medical missions to Kenya and South Africa. He also founded Kingdom Medical Missions International in 2006.
